AbstractIn spring l977, a five-member team used the Shepard evaluation method to review the Michigan Educational Assessment Program (MEAP). The team's activities were the initial stage of a complete formative MEAP assessment. The Shepard evaluation method consists of a checklist which provides nearly 50 topics to investigate when conducting an evaluation of an assessment program. A sample modified checklist is included. The topics in the checklist are grouped into five areas: goals and purposes; technical aspects; management; intended and unintended effects; and costs. The Shepard method also entails the following evaluation activities: purpose and planning; staffing the evaluation; data collection; data sources; management, and data synthesis and reporting. The team attempted to determine the extent to which program staff had sufficient information to make decisions in the areas included in the checklist. A list of questions derived from the checklist for use in the MEAP study is appended. The team members found the Shepard method to be very useful in structuring an evaluation. However, they felt that management, data synthesis, and reporting areas required more elaboration and emphasis than was found in the Shepard Model. (Author/JAC)
